BHA Raises the Bar for Rider Safety Equipment

New BHA safety standards for helmets & body protectors enhance rider protection in horseracing
The British Horseracing Authority (BHA) has announced new minimum standards for rider safety equipment, setting a higher benchmark for protecting participants in the sport.
These updated requirements will ensure that all riders use the latest, most effective safety gear, helping to reduce the risk of injury.
What’s Changing?
Under the updated Rules of Racing, effective from 17 October 2024, anyone riding a horse on a racecourse or under the care of a licensed trainer must wear BHA-approved helmets and body protectors. Previously referred to as skull caps and safety vests, this equipment now must meet more rigorous specifications:

Body Protectors: Must comply with the certified safety standard (BS) EN 13158: 2018 and be at least Level 2 standard. Older versions, such as the 2009 model, are no longer approved due to their age and potential degradation.

Helmets: Must meet at least two international testing standards and display evidence of quality testing from recognised organisations like BSI, SNELL, or SEI.
Grace Period for Compliance
To ensure a smooth transition, the BHA has introduced grace periods for riders to upgrade their equipment:

For licensed jockeys riding on racecourses, the new rules will be enforced from 1 February 2025.

For racing staff and jockeys riding under the care of licensed trainers, the new rules will apply from 1 June 2025.
During the grace period, riders can continue to use their current equipment without facing penalties. However, the BHA strongly recommends upgrading as soon as possible to benefit from improved protection.

The updated standards follow extensive consultation with industry stakeholders and reflect advances in the design and manufacturing of safety equipment. These innovations aim to enhance not only safety but also comfort, performance, and durability for riders.
BHA Chief Medical Adviser, Dr. Jerry Hill, explained the importance of these updates:
“Activities involving horses will always carry an element of risk, which is why it’s essential that we keep pace with advances in safety equipment. The new specifications will help ensure riders are using models that have been rigorously tested to absorb impact and provide better protection against falls or kicks."
